Hi
Have received a PCN for parking on dropped kerb outside
someone’s house that I know and received permission form. Assume
someone may have reported it but they have no right as it’s
outside a driveway of a person I know and who has given
permission.
Best to write a letter and get the person to sign that I had
permission to park there?

Why would you assume this?
All a CEO needs is to see a car parked as yours where on the
face of it it's prohibited. A complaint is not required in order
to kick-start enforcement.
The exemption upon which you would be relying is this:
3)The second exception is where the vehicle is parked outside
residential premises by or with the consent (but not consent
given for reward) of the occupier of the premises.
This exception does not apply in the case of a shared driveway.

It doesn't look like a shared driveway, therefore you would be
exempt if you had the 'consent (but not consent given for
reward) of the occupier of the premises.'
The term is 'occupier'. Whether someone is an 'occupier' is a
matter of fact. When you submit your reps, what could you
provide e.g. a written statement from them having given you
permission, something proving that they are the occupier,
perhaps a rental agreement/council tax statement etc?

Taking that assumption as there are plenty of cars parked on a
dropped kerb on the road without a ticket. And correct it is not
a shared driveway.
Another question - is it necessary for them to prove that I do
not have consent? I can get the person to sign and confirm but
don’t want them to go to the trouble of providing a bill to
prove they live/own the house.

Looks like an unrestricted street - usually this would only be
enforced if the resident called the council.
Was permission given on the day (yesterday) and is the resident
aware of what your car is.
What is your relationship with the resident.

Yes permission has been granted to park there whenever I want
(as the person no longer drives / does not use the driveway). It
is a neighbour. He also told me he is happy to sign whatever is
needed.
Someone has obviously complained, but it not their house /
driveway. Sibling has also got a ticket here too so it must be
the same person.

I suggest they write that whenever the following cars are parked
adjacent to their vehicle crossover they have the occupier's
permission:
VRM *******; ******; *******
I am the occupier, see enclosed proof in the form of *******

OP, IMO the authority would not simply take someone's word for
the fact they're the occupier, so something would be needed.
Whether the council enforce only on complaints, I don't know.
But the statute creates the prohibition and a complaint is not
required.

I can't find the location on Google maps, but the first
photograph appears to show a a white picket fence across the
front of the forecourt by which you were allegedly parked. If
so, the DK no longer serves the purpose for which it was
intended.

I think it's just along from the Auckland junction. GSV 2014.
While I understand the previous point, I wonder whether
tactically and with the future in mind it might be better that
the council believes and acts as if it is a viable VAC otherwise
it becomes an unprotected length of road surrounded by a sea of
DKs which wouldn't leave the OP anywhere to park.

The purpose of DK is still for a car to get onto the driveway?
It’s just there is a gate there that can be opened/closed.
Historically a car would be parked on the actual drive and the
gate then closed.

If access is still there across the dropped footway then it is
deemed in use. Would have to be a brick wall or permanent
fence/hedge etc. to be no longer in play.
