Azure Parking PCN Overstay Kirstone Pass, Ableside

Hi all,
Looking for advice on challenging a parking charge from Azure at
Kirkstone Pass car park (Lake District).
The situation:
- Vehicle entered: 12:04 (per Azure's own ANPR/photos)
- Vehicle exited: 13:15
- Total stay: 1hr 11 mins
- Ringo payment session started: 12:45 (paid for 1 hour, until
13:42)
- Reason for the 41-min gap before paying: poor mobile signal
(rural Lake District Ringo app was very slow to download and
process payment)
So the driver left the car park with 27 minutes still remaining
on a valid, paid session, and only "overstayed" relative to
actual arrival time because of the signal delay in getting the
app to work at all not through any attempt to avoid paying.
My planned argument: the driver made a genuine, timely attempt
to pay, was prevented by signal issues outside their control,
and ultimately paid for (and didn't use) more time than the
"unpaid" gap so Azure suffered no loss. Is this a strong
enough basis for appeal, and does anyone have wording that's
worked for a similar case?

The notice is not POFA compliant despite them mentioning POFA.
Never identify the driver.
When you appeal, draw their attention to the recent open letter
from the CMA which covers situations like this.

Hi,
Thanks very much for the swift reply. Ive read through the CMA
letter, but Im not clear what aspect of POFA this notice isnt
compliant with and I should be appealing against - can you
advise?

Having had a perusal of the form there is no mention who the
creditor is a breach of POFA.
