Harrow Parking PCN (82U parked after expiry) at Harrow Leisure
Centre but paid for parking

Hi all,
On 09/08 I received a parking ticket at Harrow Leisure Centre on
my windscreen for contravention 82U - Parked after the expiry of
paid for time, see image below. I initially registered the 3
hours free parking on the app, later tried to extend parking on
the app but had issues completing the transaction, and later was
eventually successful in extending and paying for the full day.
A PCN was issued between my sessions.
Full timeline:
13:13-14:13 - registered 1 hour free parking (accidentally only
registered 1 hour at first)
14:13-16:13 - additional 2 hours free parking (so total 3 hours
which is allowed at Harrow Leisure Centre)
16:35 - PCN issued
17:13-23:59 - full day paid parking (paid the maximum charge for
the day - £6 on Sundays)
I honestly don't remember if I accidentally extended from 17:13
instead of 16:13 or if I was actually just late to extend.
Do I have a case to appeal given I paid for a full days parking
anyway before ever seeing the ticket?
I'm aware I only have a couple of days left to appeal before
discount so would appreciate any advice.

The contravention makes no sense as it says 'parked after the
expiry of paid for time' but there was no payment.
But we see adjudicators interpreting this as applying to free
sessions.

I can see why they would dismiss that argument.
How would you recommend I appeal?

I suggest you get clear photos of the Ts and Cs of use of the
car park pl as displayed on their noticeboard.
Pl, not what you think the noticeboard says, but actually what
it says.

I'm not able to go to Harrow Leisure Centre to get a photo but

I believe today is my last day to appeal in the discount period
- would really appreciate any help with how to word the appeal.

All you can really do is submit reps based on what you have told
us and ask that they cancel the PCN on a goodwill basis, based
on the fact that you did eventually pay for a full days parking.

You can also say the contravention on the PCN did not occur as
there was no expiry of paid for time only free time.
