       Do they have 21 days to send notice to me (the hirer), assuming
       Arval have sent APCOA notice of my details.
       You mean as the hirer i'd have 28 days to respond?

       Paragraphs 13 & 14.
       The Notice to Hirer will fail to comply with 14(6) and 13(1);
       the argument about “relevant land” under 13(1) is usually
       sufficient to get APCOA to cancel.

       I would argue there is no 14(6) and 13(1) to comply with.
       Schedule 4 of PoFA does not apply at all where the vehicle is
       not parked on "relevant land". If the entire schedule is
       inapplicable then any conditions that would otherwise exist
       under it are irrelevant.
       I say this not to be a pedant, but because of this:

       When it gets to the OP appealing, I'd lead solely with this, so
       as not to introduce unnecessary complexity.

       To be clear, the charge for parking has been paid. Shouldnt I
       just say something to the effect, "it's paid (see attached
       screenshot of bank statement)"?

       I havent yet received a response from Arval from yesterday's
       email.
       This is the email arval sent (with the attached PCN):

       We are writing to let you know that unfortunately we have
       received a parking fine or penalty charge notice for your

       The details of the offence are as listed below:

       What happens now?
       We have contacted the issuing authority on your behalf and have
       asked them to send the fine direct to you, at the 'hirer'
       address listed above. This is because in your leasing contract
       you are responsible for either paying the fine/penalty amount or
       appealing upon receipt from the authority.
       
       Important information you need to know
       Please be aware that :
       •
       a fine. If you don't receive the fine/charge notice after this
       time, then please contact the authority in question. If the
       address details above are incorrect you must contact us

       Other than that APCOA isn’t any sort of “authority”, this seems
       fine, they’ve given your details to APCOA who will send you your
       own Notice to Hirer in due course, which you can appeal. Please
       just post the NtH here when you get it, but it should be a
       relatively simple appeal - based on not being “relevant land” as
       previously stated - and APCOA will probably cancel. Even if they
       don’t, you should know that we have no knowledge of APCOA ever
       taking any one to court.
       APCOA is just one of many money grabbing private companies which
       tries to extract money from people with threats and scary words,
       and knows that many of its victims just pay up. Don’t be one of
       them.

       Yep, thank you. However, the charge for parking was already paid
       so the PCN is a mistake, however **** them. I'm happy to make
       them do the run around since they've made me do the same by
       sending it.
