       luton airport parking charge

       This fine was received after a pick up from Luton Airport
       pickup/drop off point.
       Although I was not the driver, in my leasing contract I am
       responsible for "either paying the fine/penalty amount or
       appealing upon receipt from the authority".
       The parking fair was paid but was sent this anyway. It COULD be
       that when the fair was paid the registration O was added as a 0
       (zero), but nevertheless it was paid.
       I've been sent this.

       and I have been given this to prove it was paid, there is
       nothing else.

       Obviously I would like to challenge it.

       Search the forum for
       "APCOA Luton"
       or
       "APCOA airport"
       and you will find many sample appeals based on the land not
       being "relevant land".
       Make sure also you do not identify the driver in your appeal.
       Ensure that your leasing company follows the instructions on
       "how to transfer liability" on the notice and appeal in due
       course when APCOA sends you a Notice to Hirer in your own name.
       You will then appeal as "the hirer" and not as "the driver".

       You have posted a Parking Charge addressed to Arval.
       Are you Arval?
       If not, then there's nothing you should do with it because it is
       not yours.
       Let's worry about the moronic contents later e.g. 'Notice is
       hereby(oh what a legal sounding term, you might even think they
       know their a*** from their elbow, but sadly not), given to the
       Hirer of vehicle; if you are a vehicle-hire company please
       provide us with a signed statement.blah blah; the driver of the
       vehicle is liable; (if the charge remains unpaid) we may send
       further correspondence to the registered keeper etc.
       FFS, make up your minds!!
       If you are not Arval, how did this come to be in your
       possession?

       Try APCOA Luton Airport website customer service.
       Online payment will only recognise the registration entered.
       They are very helpful and will almost certainly cancel it based
       on your description of the 0 vs O incorrect entry.

       communication.

       authority".", thats in the email I received from Arval with the
       aforementioned charge notice.
       Regarding searching the forum, the letters that have been
       written for people seem to be for those that forgot to pay the
       parking charge. The driver on this occasion did pay so I'm
       unsure what i'm writing into the complaint form.

       But you haven't received anything from "the authority", you've
       received a letter from your leasing company, in which they
       include a copy of a parking charge notice addressed to them.
       As it is addressed to them, it is for them to respond to, the
       notice even tells them that:

       You need to contact Arval and make sure they have indeed
       provided your name and address as the hirer of the vehicle, at
       which point APCOA should write to you directly.

       And make sure to tell the lease company that you will be
       robustly defending the PCN and that no further action is
       required by them once they have nominated the hirer.

       Thank you, i've emailed them to that effect.
       I'm assuming, since I have not personally received the notice
       i.e. addressed directly to me, that the 28 days in which to
       appeal does not apply to me and only when i receive it directly
       from APCOA will it take effect?

       Correct. Something like:
       The registered keeper has 28 days to respond to APCOA
       APCOA then has 21 days to send a Notice to Hirer
       The hirer then has 21 days to respond
