       PCN Code 02 – Redbridge - Balfour rd – No loading Sign turned
       away from carriageway

       Hi all,
       Back with another one. Need assistance on a no loading zone.
       The driver parked in the borough of Redbridge using a blue badge
       on double yellows. However it turned out to be a no loading zone
       but the driver was unaware as the no loading sign was turned
       around and not visible from the road.
       Checking the PCN pictures, there were double blips on the kerb,
       but that was missed by the driver otherwise they would have
       parked elsewhere.
       Is the sign being turned around enough to challenge the pcn?
       Looking for confirmation on the best angle for representations
       and whether Redbridge normally contests these when signage
       visibility is the issue.
