Parking Eye Colosseum Retail Park Enfield

Back again! Got this through post on Sat. The driver parked
there in the early hours for an hour (said they had also been to
KFC drive though there). I can't seem to find any images of the
parking signs on Google or any images at all on the Parking Eye
website. Do you think there's any chance of fighting this? Also,
i'm confused by the wording on the back of the parking notice
when it says 'a charge is applicable if the vehicle remains in
the car park for longer than the 0 hours 0 minutes max stay
time'.
Do you think there's anything to appeal with here? All advice
appreciated.

You need to post back of PCN and also signs. When sufficient
information comes in then you will have the advice required to
appeal.

That is the front and back of the notice i've posted. I don't
have any images of signs as there are none on the notice,
Parkng Eye website or Google maps that i can see clearly, so i
will have to go there to get pic's of signs, but i just thought
i'd post on here to see if there was anything other than signage
that was a possible appeal point first.

Apologies I can see the rear as well. Is KFC part of the retail
park. If so they can cancel if customer. Looking at the Back of
the PCN it
seems that it may be issued as parking in out of hours policy.It
is quite important to show the signs. There is no mention of
period of parking only entry and exit times. Not POFA compliant.

Yes, KFC is in retail park, will have to check if driver has any
proof they bought food and then speak to KFC. The notice does
say time in car park 1hr 3mins (just above entry/exit times.

Hi entry and exit times do not constitute a period of parking.
As it does not include searching for space queues etc. It will
be of interest to see what the signs say in relation to 0hrs 0
mins on the rear of the PCN.

My guess is that the retail park is not open at 02:52 and the
signs say something like “no parking outside 06:00-01:00, or no
parking between 01:00 and 06:00.
Otherwise it appears to be free parking for up to 2 hours.
Only a guess but I recall other Parking Eye notices saying 0h0m
when parking is “prohibited”.
A 10 minute “grace period” is added to legitimate parking
periods to allow for time not spent parked, it’s only going to
be in exceptional circumstances that this won’t be long enough.

The driver doesn't have proof of KFC visit as paid cash and no
receipt! So, if it is a case of no parking at all when the car
park is closed or during the hours they were parked there, am i
right in thinking there aren't any points to appeal on? Not
sure there's any chance KFC will try to get it cancelled if
there's no receipt as proof of purchase there either!

The website shows that the KFC closes at 11pm so not much chance
there.
The NtK fails to comply with PoFA Schedule 4 Paragraph 9(2)(b) -
it never states the second part of the condition which is "that
the parking charges have not been paid in full"

The “drive thru” is open until 2am Saturday night/Sunday
morning, but the PCN is for 02:52 onwards Sunday morning so even
with these hours it doesn’t add up.
The original poster should be telling us this, as well as
showing us the signs, rather than all this guesswork.
