How do I appeal this P4 Parking PCN?

This is the 3rd time I've received a PCN on my windshield. The
bay is registered to me. There is a sign above it that says
permits must be displayed. I honestly just forget once in a
while. My contract for my flat says nothing about displaying a
permit.
I tried arguing that case with the previous 2 PCNs, they offered
a £20 fine instead for both, I appealed to POPLA who sided with
them. I have yet and will not pay those two.
Is there a different approach I can use to appeal this one?
Previously I stated that I was not required by my contract to
display a permit, I let them know that I indeed had a permit and
the bay was mine but they refused.

If your lease says nothing at all about parking and displaying a
permit this is in your favour.
With regards to the parking place how was this allocated?

If you can post the lease/contract/AST for your flat that would
be helpful, but in general this is primary and unless it has
been formally modified to require a permit to be displayed,
putting up a sign has no effect on your legal position.
These companies will deny this and reject any appeal you make,
so you sit tight and ignore letters from debt collectors, come
back when you get a Letter of Claim which you will simply deny,
then defend the county court claim. This is unlikely ever to see
court because your legal position is strong, the money grabbing
parking companies just want to frighten you into paying or to
ignore the court claim which will result in a default judgment
against you.
Once they give in, you need to write to the management company
and the parking company along the lines that you are not
required to display a “permit” but that you will do so as a
matter of convenience, but will again defend any future action
against you for not doing so.
The approach you already took is the correct one, so I suggest
just doing it again, presumably it’s simple to cut/paste the
words you used. If you end up with 3 identical court claims,
it’s no big deal.

Its allocated based on whether you need one. You just register
with the management company, they allocate a bay to the flat
number and give you a permit.

Yes, I thought as much. I will just copy and paste the same
appeal I used both times and send that off. Whether they choose
to accept this appeal or not is up to them. Thanks for your help
folks.
