       Write and send an appeal to the authority. For example:
       Dear Hillingdon Council,
       I am appealing this PCN on the ground that the contravention did
       not occur. Your video footage does not show any upright signage
       being passed. Additionally, your Penalty Charge Notice is
       flawed, in the fact that “the PCN is paid”, not being a ground
       of appeal listed in the London Local Authorities Act 1996, and
       the fact that you describe the Enforcement Notice will be
       served, not may be served. You also list the “vehicle was being
       used without my consent” as a ground of appeal, which is also
       false, rather it should be that the person was not the driver at
       the time, as the keeper may have authorised the driver to drive
       the vehicle in the ground of appeal according to the
       legislation. These critical mistakes, result in a procedural
       impropriety. The PCN must be cancelled as a result. Please
       provide the certification for the camera used which complies
       with the London Local Authorities Act 1996 if you do not accept
       this appeal.

       It doesn’t have be as detailed as mine, as they are guaranteed
       to reject it, so it can be as simple as:
       I am appealing this PCN on the ground that the contravention did
       not occur. Your video footage does not show any upright signage
       being passed. I strictly require that you provide certification
       for the camera used in compliance with the London Local
       Authorities Act 1996. If you cannot I expect that this PCN is
       cancelled.

       What? If you check the section under admissibility of certain
       evidence you see that they need to be using a device authorised
       by Secretary of State so should provide a certificate for it.

       Select "there was no contravention" as a ground if available on
       the website.
       The alleged contravention did not occur as the video does not
       show any upright signage allegedly passed. Additionally, your
       Penalty Charge Notice is flawed which results in a procedural
       impropriety. Please provide the camera certification for the
       device used to record the offence. In light of this, please
       cancel the PCN.

       I would also add that within 8 seconds is de minimus. Raising
       the 8 seconds in the appeal gives it a chance of being cancelled
       at this stage, avoiding the additional hassle if possible.

       That’s true as well, although Hillingdon recently have been
       rejecting completely valid appeals too just for intimidation.

       Procedural impropriety is NOT a ground and it is not strategic
       to remind them they must have a VCA certificate. Just crack on
       in this mode if you want to give them several goals.

       ground under the box by entering the correct grounds. And
       screenshot that too. YOU NEED TO ENTER THE GROUNDS AS STATED ON
       THE PCN TO SHOW PREJUDICE NOT THAT THIS IS RELEVANT. If this
       were mine, I would try to enter both the correct grounds and
       those stated on the PCN.
