UKPC PCN - stationary for 5min51 seconds on double yellow, while
loading baby in the car and changing over drivers

Hi all
We received the attached PCN from UKPC when we exited one of
their car parks (that we had paid for) to load our baby in the
car. We left the car park because we were running out of time,
and we needed to cool the car down in the shade for our son (it
was a very hot day!).
We appealed they have rejected the appeal (also attached).
From my understanding there is a grace period of 5 minutes to
park on double yellows, we went over this by 51 seconds - but
what constitutes parking? My wife was waiting on the pavement
with our son, we then proceeded to cool the car down, load items
in and when it was cool enough load him in to the car. She then
set up her satnav and drove off. You can see me walking away
(blurred out) in both images initially provided, and she shortly
drove past me.
Any help/advice appreciated!

5 minutes is probably the “consideration period”; the “grace
period” is always 10 minutes on the end of a valid period of
parking.
