OP, will you pl post the PCN, NTO and their Case Summary.
Incandescent is correct, however IMO any decision which accepts
that an authority has established a non-existent contravention
must on the face of it be susceptible to a review.
But OP we need docs, not narrative.

Hi all,
I've finally managed to extract the pdf and edit out some
personal information from the council's evidence pack. Hopefully
this will make things clearer. I noticed now going through the
pack that I did potentially miss some points and also my
evidence submitted wasn't as clear and it could've been, for
example highlight or bold caps KERB or circle the photos.
Any feedback is most welcome, I might write in and give it a
final try otherwise I will have to concede that I was too
inexperienced and naive to think that without proof of the
notice being served, that this can't possibly be upheld. I
confirm once again that I was never issued a PCN otherwise I
would have appealed it on the same night or next day. I just
felt that the worst case scenario would be that I have to pay
the original fine/early payment discount (begrudgingly even
though I didn't receive a PCN). So does this means that this
type of immoral practice can be carried out every time by an
enforcement officer purposely to gain extra revenue or for other
motives.
Edit: I can't seem to find where I can attached the pdf file?
I'll be back on Sunday morning and hopefully be able to share
the the contents of the file.

That should be all of the required details from the pack. I do
plan to write in to appeal as the worst that could happen is
another rejection.

The non-existent contravention description seems to have been
introduced by the tribunal admin. staff, I don't think this
gives you successful review grounds.
But if you're minded to request anyway, then this should be
included.

I was thinking more on the lines of the photos do not show the
kerb having clear double chevrons (as illustrated on the
diagrams) to indicate no stopping at any time, Vs allowing to
stop on double yellow lines. The adjudicator did not mention the
kerb at any time in their response, just the road markings. Not
sure if that'll make a difference or if anything else could be
mentioned or added.
If there's another opportunity then I would be present at any
online meeting/hearing etc
