Thanks Stamfordman, the decision also totally ignored that the
double yellow lines were not clearly marked on the kerb which I
believe means no stopping/loading/unloading at anytime, and
there's other cars stopped in the same area. Also thank you
Timcombe for your time. I've also driven past the same
Queensbury Station Parade a few times since and there's always
cars stopped in this roundabout albeit with a driver sat inside.
There's no PCN as it was never issued or sent.

You must have an evidence pack from Brent - this should have a
case summary and a copy of the PCN among other things.

It is not possible to advise re a review without thw whole
evidence pack. End of.

The photos shown in this thread are the only evidence in the
pack from Brent Council. I then appealed and received the notice
of rejection. The appeal was based on firstly the PCN not being
issued and then also that there are no clear double chevrons on
the kerb to indicate it being no stopping. It seems like
fighting a losing battle at this point and also very draining. I
thank all that are genuine and have spent time looking into this
case, it's much appreciated.

I think what is being requested, in terms of evidence pack, is
what the council submitted to the tribunal as their evidence.

From my perspective, the PCN(OP, I know you say this was not
served, but a true copy would be in the pack), the NTO and the
NOR.
There is NO SUCH CONTRAVENTION as 'Parked or loading/unloading
during a loading ban'.

Thanks for the clarification, I've found the the pack in the old
emails and will upload it on to this thread soon. It does have
the PCN on there, my memory isn't what it used to be as I have
definitely seen it in this pdf pack before.

The adjudicator said "I also accept the Enforcement Authority’s
evidence that the Penalty Charge Notice was handed to the
driver". You are saying "I was never sent or received a PCN".
Which "evidence" was provided to the adjudicator from the
enforcement authority that the PCN was handed to the driver?
Something sounds not right there.

The biggest problem with this case is that we are only now
requested to assist the OP when the case has run through the
whole process and he lost.
From what I can see, there are some things that we have spotted
that could have been presented to the adjudicator but were not
spotted by the OP. In addition, the adjudicator would seem to be
one of the new recruits that are inevitably not up to speed on
all aspects of the law,and also, inevitably under time pressure,
so appeals on just the papers are rushed. This is reality, I'm
afraid. JUst asking for a review is unlikely to succeed because
it will be based on what has already been presented with no
additional points allowed.
