       Greenwich Council – PCN Code 40 – Disabled Bay – No Blue Badge

       Hello,
       I received a PCN from the Royal Borough of Greenwich today
       (08/08/2026) after parking on Stratheden Road.
       The PCN details are:
       Contravention Code: 40
       Contravention: “Parked in a designated disabled person's parking
       place without displaying a valid disabled person's badge in the
       prescribed manner.”
       Penalty: £160 (£80 discounted amount)
       I would appreciate some advice on whether there are any grounds
       to challenge this PCN.
       I have a physical condition and have undergone orthopaedic
       surgery involving an implant. I have an implant card issued in
       connection with my surgery, a photograph of which I have
       attached below.
       However, I want to be completely clear that I have not yet
       applied for a Blue Badge and therefore did not have a valid Blue
       Badge at the time of the alleged contravention. No Blue Badge
       was displayed in the vehicle.
       I have attached photographs of both the PCN and my implant card.
       Given these circumstances, I would be grateful for your advice
       on the following:
       Would it be worth asking the council to exercise its discretion
       and cancel the PCN in light of my medical/mobility
       circumstances?
       Given that I did not have a Blue Badge, are there nevertheless
       any possible legal grounds for challenging the PCN?
       Is there anything on the PCN itself that should be checked for a
       procedural impropriety, wording error or other technical issue?
       Should I also obtain and post the CEO's photographs and
       photographs of the disabled bay, road markings and signage?
       Would you recommend making an informal challenge before risking
       the discounted £80 amount?
       I have not yet submitted any challenge to Greenwich Council, so
       I would like to get some advice before doing so.
       Any advice on the best way to proceed would be greatly
       appreciated.

       The obvious question is why, given the significant benefits
       available to a BB holder as regards parking, you have not
       applied for a BB when you imply that you would qualify?
       What is a 'dedector'?
       Where's your NHS/private UK hospital info?
       As regards this PCN, I can't see any silver bullets.

       There’s no ‘disable’ sign on the ground, for example – could
       that be a reason? It’s been erased.

       Item 6, Part 4;
       Item 1, Part 5. May, may....
       Maybe it's not supported by an order; maybe the dimensions don't
       meet regulatory requirements...maybe, maybe.
       You won't find out this side of the full penalty IMO.

       Thank you. Regarding Item 6, Part 4 and Item 1, Part 5, could
       you please explain what specifically I should be checking? Are
       you suggesting that I should obtain the relevant Traffic
       Regulation Order for this disabled bay and check the bay
       dimensions/signage against the regulatory requirements?

       You referred to road markings. The regs make it clear that
       wording is optional.
       You may submit a request to the council(not the enforcement
       authority, the council) to provide a copy of the relevant TMO,
       but this won't be provided until the 14-day discount period has
       expired.
