Hi
I have a PCN from UKPS for when I wasnt the driver.
Does the defence that 'I was not the driver at the time and I am
not required to disclose the name of the driver' still work?

Whether that argument works depends on the wording of the
Parking Charge Notice. It hasn't worked as a 'catch all' defence
regardless of circumstances for nearly 14 years.

I successfully used it many times between 2015 and 2018 when a
certain person was at University. However, that was using the
POPLA appeals service.
UPKS has directed me to www.theias.org for appeals.
The PCN says 'If you were the driver, UKPS Limited, the
Creditor, request that this parking charge be paid using one of
the payment methods...'
I was not the driver at the time this notice was served.

I wonder if the original poster is living up to their user name?
It's not Japanese and doesn't mean "large car", and perhaps
"Married with Children" will be a hint?

This is the same username that I had on pepipoo.com and yes I
used to own a Mitsubishi Pajero import. :)

Thanks, there was a US personalised numberplate I once saw which
I wanted to have for myself, but which most states will no
longer allow. I digress.

Do a search for POFA compliance - there are multiple failings on
this PCN that mean they will not be able to transfer liability.
Not that it will stop them trying....
