Surely they cannot operate both enforcement regimes in the same
area ? It is my understanding that FPNs can only be issued by
the police.

I think we've seen other such FPNs from Redbridge.

Yes, I have, and no, this isn’t a prank. I was shattered when I
arrived at 3am, and I definitely won’t be parking like that
again. Do I need to contact Redbridge, or will they send the
fine by post?

I'd contact the council. Do not discuss the whys and wherefores,
just say you found the notice which advised to contact the
council, give them the details and ask what happens next.
