Just had a reply from Morrisons via email they state they will
cancel PCN. Don’t know how long it will take for it to be
updated on their pay/appeal portal. Result thanks for the link
to customer services.

Good, that’s why I posted it, it has generally good results
reported on this forum.
If more people searched the forum first, perhaps they would also
benefit from the information it contains.

Motability have some sort of system with DVLA, so the RK is the
PIP recipient, but Motability hold the digital documents/info
from DVLA to deal with the admin side of things (like tax).
From memory, the RK is listed down as two fields:
--- Code ---
Identifier
RK Name
Address
Postcode
--- End Code ---
So it may well be that ECPs systems have just taken the first
"identifier" field, rather than the RKs name.
That in itself is quite interesting, as although the identifier
is unique to the RK, the RK probably doesn't know that number is
them...
