Hello
I received the this PCN in January 2026 and I asked
[member=24]Hippocrates[/member] for his help. I’m glad to say
that the PCN HZ96304150 has now been cancelled. Here the text of
the letter they sent today.
“Thank you for writing to us about the above Penalty Charge
Notice (PCN).
I am writing in connection with your appeal to the London
Tribunals Environment and
Traffic Adjudicators.
We have decided, without prejudice to our position, to cancel
this Penalty Charge Notice
(PCN).
We will therefore not be contesting your appeal and have advised
London Tribunals of our
decision.
I will provide a discretionary cancellation as a gesture of
goodwill, because the vehicle
entered near the end of the bus lane.
However, the contravention occurred.
I will now briefly address your other points.
We have not “conflated service with delivery.” To be honest, we
do not even know what
you mean by this. If you obtained this “argument” via AI, then
AI is incorrect.
The notices and letters we send are all dated. They are sent
first class post. Service of all
statutory documents is considered to be 2 days later. This is
common throughout London
Councils.
Your argument about the DFT Authorisation has also come from AI,
and is also wrong.
DFT Authorisations have been abolished.
Even if that original Authorisation did still exist, the Council
is permitted a 5% tolerance
away from the original Authorisation map and plan. This 5%
tolerance was used when the
road was resurfaced and signage / markings were slightly moved
from the original plan,
several years ago.
Therefore it actually remains compliant with the former
Authorisation.
Finally, the grounds for submitting representations are
controlled by London Councils, not
ourselves. They do not limit keepers to one argument. Keepers
can submit absolutely any
argument they choose under the existing grounds.
Once again, AI is incorrect.
I trust this clarifies all of your errors in understanding.”
Not entirely happy with this “AI” references in their letter but
still happy that they’ve cancelled the PCN. I would like to
take this opportunity to thank you guys for taking time out of
your lives to help others.

• The late shift PCNs helped matters, so well done everyone
• Hand F: Office Banter
• The e-mails show enthusiastic staff dedicated to doing a good
job, chatting amongst themselves.
• .....a worrying start as PCNs seem to reduce
• We may get a negative hit on the U turn tickets for this month
• To the Head of Parking Services: Dave asked me to project
management the procurement...of specialist...close circuit TV
equipment. Aim of project: To increase parking revenue.
Target: Additional £5 million.
• H and F: Wrong and from a management trainee temporarily
seconded to the Council.
• The e-mails do not represent the council’s formal approach to
enforcement or demonstrate a “culture” of revenue raising.
• Hi Dave. I think the FOI team need a rap across the knuckles.
• Deputy Head of Parking to Mayor: If you receive any PCNs
please send an e-mail to me about it and I’ll deal with it.
• Re impact assessment: we do not have that information.
• The council holds information about traffic flow in the
Borough, but not the relationship between traffic flow and CCTV.
• Before we started enforcing some drivers knew they could get
away with blocking junctions or driving in a bus lane. They now
know that they will get a penalty charge.
