Hi, thank you for your reply.
You’re right there seems to be 2 PCN’s. I originally thought
they were just identical but under the black “parking charge
notice” box, the exit times differ. I don’t understand why
they’ve sent 2 PCNs for the same event? And also, the name of
the registered keeper who the PCN is addressed to is cut off
laterally on both PCN’s at the top, you cannot coherently read
the name.

If you've got two PCNs with two reference numbers, I would
recommend appealing both separately. In each appeal I would
highlight that they have issued two PCNs for the same period of
parking, with two different exit times, and mention that this
clearly demonstrates that their ANPR timestamps cannot be relied
upon for the purpose of identifying a contravention.
Separately, I'd send a Subject Access Request to DVLA for the
period 13th July - 22nd July 2026, to find out who has accessed
your registered keeper data and for what purpose. If they've
accessed your data twice for the same period of parking, this
would appear to be inappropriate. Similarly, if they've accessed
your data just once, but used it to issue two parking charges,
this would likewise be inappropriate (the matter of them issuing
two PCNs for one parking event notwithstanding).
Apply enough pressure via the right avenues and you might just
get them to cancel them both in the hopes it'll shut you up.
