       Car stopped over red line and red light ticket issued.

       It was the first day driving the car. I had just purchased it,
       so I was still getting used to the control of the car. It was on
       a 50mph road and the lights changed suddenly. Rather than speed
       up I slowed down for safety reasons.  I stopped safely, but was
       over the white line. This is clear from the images that show
       that I did not cross the intersection and that my brake lights
       are on. I would like special consideration in this case even
       though I am aware that crossing the white line is an offence. A
       picture of the letter is linked below.

       Traffic lights have a habit of changing suddenly and you should
       always be prepared for that. That's why they show amber for
       about three seconds to give you plenty of time to stop.
       If any part of your vehicle crossed the white line when the
       lights were red the offence is complete.
       If you want any “special consideration” you will have to decline
       or ignore any out of court offers the police might make (of a
       course or fixed penalty) and instead have your case heard in
       court (where, if you are convicted, the costs to you will be
       considerable higher).
       Whatever you decide to do, you must respond to the request for
       driver’s details.

       The amber light must be lit for 3 seconds +/- 0.25 seconds
       before the lights turn red. otherwise it is not a prescribed
       sign. However, I suspect that by "the lights changed suddenly"
       what you really mean is that you weren't paying proper attention
       and got caught out.

       If any part of your vehicle crossed the stop line while the
       lights were red, the offence is committed. Technically the same
       offence is committed if any part of your vehicle crossed on
       amber, unless it was not safe to stop, but that is not the
       allegation you are facing

       OP you have shared the letter but not the pictures, so we'll
       have to take your word for it.
       As pointed out already the offence is complete. However there is
       nothing to stop you calling the ticket office or attaching a
       letter with your driver nomination pointing out that you did in
       fact stop if the pictures show this. Do not be confrontational
       or demanding, just ask if based on this they would kindly
       consider dropping the offence.
       Level of success is not high, but if you don't ask you don't
       get. Just don't make it look like you are challenging the
       evidence or give them the impression that you would reject all
       offers and like to take the matter to court.

       Plus the 1.4s when the light was red supports this.
