I received this as a post Xmas present from UKPC stating that my
blue badge was not displayed in a 'prescribed manner' Don't know
what that means. I tried looking for more photos but could not
see them on the www.paycharge.co.uk.
Any advice would be greatly appreciated.

I've removed the attachment, you should Reupload it after hiding
your name, registration number and the parking charge reference.

you should be able to view any
additional images they have.
The first question to ask is: was the blue badge displayed or
not?

Yes it was but the CEO did not capture any photos of the
dashboard.

The photo attached is the only photo that the CEO captured which
shows that my badge is displayed. Other photos are of the
vehicle from a distance.

We need to see the whole of the PCN (front and back) with every
word, number and date legible except your name, address, vehicle
number and the PCN reference number.

The conditions on the sign should describe the requirements for
how the badge should be displayed.
It may make mention of the clock. Was a clock displayed ?
I can't see a badge on the photo of the dashboard, but it is a
bit hard to tell with the reflection and what appears to be
things on the passenger seat. There may be something near the
steering wheel.
Downloading the photos and uploading them somewhere may help.
Most browsers will have a nechanism to allow to save the photos.
The screenshot ends up as poor resolution.
There may be many other things wrong.

I have posted the reverse of the notice as suggested by
nosyparker.
My question is that why did the CEO not take a close up of the
dashboard if he believed that the car did not display the blue
badge.
Why take it from a distance.

Maybe because he took a photo showing the entire windscreen
area.
You have chosen, possibly through minor difficulty, not to
download and publish it.
It certainly doesn't seem to show an obvious badge. You have
also chosen not to mention quite where you displayed it and
whether a clock was displayed or not.

The blue badge was displayed on the passengers side of the
dashboard with both the clock and the ID card clearly displayed.
