Just for reference this is the response sent in my initial
appeal
“I, the registered keeper, have received the parking charge
notice (REF HERE) dated (DATE HERE).
As this land is subject to byelaws, schedule 4 of the Protection
of Freedoms Act 2012 (POFA 2012) is not applicable. It is not
Relevant land therefore, liability cannot be transferred from
the driver to the registered keeper. There is no legal
requirement to name the driver and I will not be doing so.
I do not expect to hear from you, or any parties acting on your
behalf (e.g. debt collectors), again. The exception to this is
to confirm that no further action will be taken. I also request
that my details be removed from your records”

My recollection is that the IAS does not have a "10 digit code",
this is POPLA only.
What's a "DL"?

So should I specifically request a popla 10 digit code from
them?
As that’s what I was referring to or will they still refer me to
their IAS?

No.
You don’t get to choose, parking companies either use POPLA or
the IAS. POPLA is bad, IAS is dreadful.
You follow the instructions on their rejection letter to appeal
to the IAS. You are following a process.
