I am doubtful that the unclear date of issue is sufficient to
       void the PCN.
So, for meaningful advice, please as usual to have a read of
  HTML https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/read-this-first-before-posting-your-case!-this-section-is-for-council-tfl-dartme/
       and post up here
both sides of the unredacted PCN,
       any council photos,
and a GDV link to the location.

Haven't they just redacted the PCN number?

I think so, plus the car reg as well.

The redaction is done purposely to hide the sensitive info. Is
this not how the users should post to keep the information safe?

The only date we require to be redacted is your name and
address. PCNs erved to car or driver at the roadside have no
       name and address on them
Please post a GSV link to the location telling us exactly where
you parked. In addition, as you have redacted PCN Number and Car
Reg, we can't go and look at the council's photos, so please get
them yourself, or unredact the PCN.
Are you the owner of the car, and if so, is the name and address
on the V5C Registration Certificate up-to-date ? If you take the
matter further, (rejections to informal challenge is rejected),
all the statutory enforcement documents are sent to the name and
       address on the V5C

It's a long road so we need the location plus the council's
       pics.
Havering does reoffer the discount on rejection so you need a
solid case and from your pictures it looks hopeless but maybe
       not.

[member=2249]stamfordman[/member], does the PCN not say that the
discount would not be re-offered in the event of making a
       challenge.

The location is wrong, you were parked on Springfield Gardens.
       PCN is therefore invalid.
