       Received a pcn today for the 17/07
       I have an autopay account for over 5 years.
       I recently returned my work car as I was changing jobs (car
       removed from account)
       Recently purchased a new one for commuting to work which is
       local to me which doesn’t require me to enter Ulez and forgot to
       add the new car for peace of mind.
       I had one training day at a place in Hornchurch which I had to
       attend on the 17th, unknowing this was in the ulez zone as it’s
       the same distance in the m25 as Dartford so presumed Hornchurch
       was the same.
       I have never received a fine before always been on top of it.
       Is there any way of getting some leeway out of the £90 fine?

       Plus the previous car I returned that I had for a few years was
       a full EV so didn't need to worry as much when entering Ulez
       zones.

       OP, your points go to mitigation only I'm afraid, but put them
       to tTfL by sll means.
       For others more expert, the two main blocks of info on the front
       of the notice conflict i.e. the end of the period of 28 days
       beginning on the date of service is not 24/8 it's the 23rd.
       Where do adjudicators stand on this given that 'procedural
       impropriety' is not available grounds?

       Shall I start mitigation on the basis of what I have shared so
       far?
       Only reason I ask as I don’t want to void my ok only attempt
       with a poor reason and fall into the void of paying.

       I ended up taking the plunge at mitigation with the following,
       Dear Sir / Madam,
       I am writing to formally submit a representation against Penalty
       Charge Notice XJ91930438, issued on 23/07/26 in respect of
       vehicle HY10MFJ for an alleged ULEZ contravention on 17/07/26.
       I would like to kindly ask TfL to exercise discretion and waive
       this penalty charge due to a genuine, honest oversight during a
       recent transition in my personal vehicle setup.
       To provide context, I have been a loyal and proactive user of
       TfL’s London Road User Charging services for over nine years,
       holding an active LRUC account (Account Number: *********) since
       April 2017. Throughout this entire period, I have maintained an
       impeccable compliance record, paid all travel charges correctly,
       and never previously breached a TfL payment requirement or
       received a ULEZ PCN.
       Until recently, the primary vehicle registered on my Auto Pay
       account was an Electric Vehicle registration GL73 EUO, which was
       fully ULEZ compliant. Following a recent redundancy at my
       workplace, I had to return this company vehicle.
       To protect my account from unauthorised charges on a vehicle I
       no longer possessed, I removed the EV from my Auto Pay profile.
       I recently purchased my new vehicle (HY10MFJ). In the midst of
       adjusting to these recent life changes, I inadvertently omitted
       updating my LRUC Auto Pay account with the new vehicle's details
       prior to undertaking this journey.
       This was purely a human administrative error and not an attempt
       to evade the payment. I have always taken my responsibilities as
       a motorist in London seriously. I have since added this new
       vehicle to my Auto Pay account to ensure this situation cannot
       happen again.
       I am not seeking to avoid the standard daily ULEZ charge and am
       more than happy to pay the £12.50 daily fee for the date in
       question immediately. Given my clean multi-year record, active
       account history since 2017, and the exceptional circumstances
       surrounding the change of vehicle, I respectfully request that
       TfL exercise leniency on this occasion and waive the penalty
       notice.
       Thank you for taking the time to review my representation. I
       look forward to your positive response.
