I didn't take a copy of it, but the representation basically was
to say the contravention did not occur as the location mentioned
does not exist.
I still have not received the NoR, but I called TFl and they
said it was sent on 28th. The discounted period finishes on
10th. The agent I spoke to an agent who said the rejection
information on the NoR mentions to the fact that this is a red
route and I should not have stopped it didnt seem to address
anything related to the location I'm going to call the map again
tomorrow if I don't receive the NoR and ask them to read out the
details and I'll share them here.
What are the more experienced members view here on my chance of
winning at a tribunal?

Well, TfL say the location on the PCN is correct, and you say it
isn't, so that is the issue. They have reoffered the discount so
I suggest that before you make a decision (pay or appeal), you
carefully check again the location on the PCN, and where you
were parked. Don't expect TfL to be telling the truth.

Here's my previous message showing the locations. Google maps
also shows the name of the road if you check it.

Would appreciate any other feedback on whether this will stand
in an appeal with an arbitrator or will this be a weak argument?
The street name is incorrect is the argument.
I see a number of posts here mentioning they've got a PCN
because they either entered wrong details such as parking
location or reg number and I'm viewing this on the same vein
that it was a mistake from TFL to get the street name wrong.

Basically with the PCN having the wrong location you should win
at London Tribunals, but one must note that Purley Road leads
directly in to Russell Hill, so an adjudicator could decide the
location on the PCN is "close enough". When I get a case like
this I hesitate to say whether to go for it or not. You have to
weigh up the certainty of paying the £80, with the chance to
make it nil, but doubling if you fail. Here's what the Marquess
of Montrose wrote:-

Hi Incandescent, it's Purley way and Foxley lane that feeds into
Russel hill road. Purley road is a small stretch of the road
about 100m from that spot.It does not meet Russell hill road,
they are separated by A23/Brighton road and form a junction near
Purley.
