Stansted airport, debt collector letter received, no ticket
received.

Received a letter dated 10.07, today 24.07, from Debt Recovery
Plus. Relating to a PCN dated 10.05.2026.
PCN never received.
How is best to proceed? Should I email APCOA explaining this or
just send the appeal? Have I "lost" the right to appeal?

Is the address on your V5C correct (assuming it's not a lease
car)?
Is this for somewhere on Stanstead airport?

Yes the address was correct, yes it's a lease car and yes it's
the drop off zone.

You may wish to check with your lease company - they should have
nominated you and you should have received a Notice to Hirer.
This is airport land so no hirer liability.
Who was the operator?

They did but I never received the PCN directly. Its APCOA.
What is best to do here?

APCOA don't generally litigate, but there's always a first time!
You could send them a complaint along the lines of you are
hirer, didn't receive PCN so couldn't appeal, no ability to
transfer liability due to airport under statutory control, and
inviting them to cancel. They often cancel at appeal stage when
presented with this argument, so may roll over.

The debt collectors said I need to contact the operator, I will
try calling them tomorrow.

Don't call anyone.
Wait for the Letter Before Claim.
Every time you contact someone you risk revealing the driver's
ID.

Ok, thanks for the advice. When the Letter Before Claims comes,
what is the course of action then?
