Not sure what happened that day. I was probably following some
kind of map and completely missed the road sign. I know the area
well and its a mine field with signs which can be difficult with
my ADHD but there is no excuse for this one, it is a clear no
right turn and somehow i managed to still do it. Question is, is
there anything Hackney have dropped the ball on here I can go
back with?

As far as I can see the PCN successfully deals with a quirk in
the controlling Act, (the LLA & TfL Act 2003), which have
different periods for payment and submission of reps. Its the
same 28 days, but payment period starts from PCN date, and reps
submission starts from date of service, 2 days later.
There may be a technical argument based on their website pages,
but this sort of thing is invariably only dealt with at London
Tribunals, and you have to risk the full PCN penalty, the
discount option is lost.

Ah, I had this before on a previous PCN. Is there any merit in
contesting on that basis?
I would be taking it to tribunal so is it just better to
pay?........... and also pay more attention on the road in
future!
If there is an appeal can you point me to the wording?
