       PCN 34j Bus Lane - North St/Riverside Close 34 - Havering

       Hi everyone,
       I am seeking some advice on whether I have any grounds to appeal
       a bus lane PCN I recently received from the London Borough of
       Havering.  Here are the essential details of the PCN:
       Council: London Borough of Havering
       Contravention Code: 34j (Driving in a bus lane within the
       restricted period)
       Location: North St/Riverside Close 34
       Date of Contravention: 10/07/2026 at 16:51
       Date of Notice: 17/07/2026
       PCN Number: HG63099053
       Vehicle Registration: EY25XXH
       I have uploaded all pages of the PCN and the CCTV stills in this
       Google Photos folder:

       Could you kindly take a look at the PCN and the location to see
       if there are any technical flaws with the paperwork, signage
       issues, or if the contravention might be invalid? I want to
       check if it is worth making a formal representation or if I
       should just pay the discounted rate of £80.00 before the 14-day
       window expires.

       The video shows your left car wheels driving on the broad white
       line that delineates the bus lane, but doesn't show it entering
       the bus lane. So the question is - did you enter the bus lane at
       all before or after the video we can see ?

       I'm asking on behalf of someone else and he can't remember if he
       was in the bus lane earlier. I got the video from the council
       website so surely that's all the evidence they can base the PCN
       off? Please correct me if I am misunderstood. Thanks

       If that is th e sole evidence then it shows how venal and
       rapacious Havering are. The PCN is probably the worst
       money-grubbing PCN I have seen in a very long time, and should
       be taken all the way to London Tribunals on the basis that the
       contravention did not occur. Of course this means risking the
       full PCN penalty.
       I also recommend contacting Hippocrates.

       If two of the most respected members on this site are
       recommending to take it to tribunal then there must be some
       weight behind their reasoning. I also did think it was a bit of
       an extreme money grab. Happy to risk the £160 for this and I am
       now in touch with Hippocrates, thanks all for your help as
       always.
