Up to the OP if they want to take it further.
Not as nailed on as I thought.

       I assume
       the Traffic Order takes precedence?

Good question. The link is to an interactive map of Redbridge
       parking zones and restrictions.
Click on the different coloured lines on Grosvenor Road and
there's a summary of the restriction. It has a 'view documents'
tab. The traffic order should be on the dropdown list. Looks
very hit and miss though. Might have to request a copy from
       Redbridge.

Or search the London Gazette. I believe it's the 2021 Traffic
Order and there's several amendments for Grosvenor Road since
       then.
A search for 'Redbridge Grosvenor' should provide what you're
       looking for.
The experts might know of a better way to get it.

I live in the area and frequent visitor to Wanstead, hence my
interest in this thread. Plus, my own ongoing case with a Grove
       Park PCN.
I was there today and had a look at the Grosvenor Road road
markings where this PCN was issued.
Half the bay markings are completely missing, the rest faded or
incomplete. If this was my PCN I'd take it all the way.

This is the order but what we see is Redbridge now using no
discretion and adjudicators recognising that while the parking
without paying for a free session is not wholly satisfactory it
will do, and also that items such as wrong location code and VRM
       are only mitigation.

Redbridge certainly play hardball and seem to reject everything.
They will always state that the PCN was issued correctly and
that is hard to disagree with because the CEO works on what the
system says. Is there is a valid session active or not? No,
       issue PCN.
Discretion sits with the back office team and they are expected
to follow Sec of State Guidance which covers fairness,
proportionality, using discretion sensibly and reasonably and
use it objectively without regard to any financial interest.
They clearly do not follow the guidance. Lucky dip with the
       adjudicators as usual.
Anyway, I think the OP has a good chance with the lack of road
markings. There isn't a recognisable bay. No bay, then the
signage indicates the residents permit is valid?
       What do others think?
