PCN Moving Traffic Contravention

I have received a pcn for moving traffic contravention. I have
appealed but has been rejected. The driver admits to using
Bective Road following diversion signs. The reason was as Dames
Road was closed for roadworks. The council completely deny the
road was closed at the time of the alleged contravention. The
driver and passenger 100 % state the road was closed. How can I
prove this.

I was travelling from Forest Gate to Leytonstone on Woodford
Road, E7 and wanted to turn left into Dames Road. However the
road was closed for roadworks. I followed diversion which took
me into Bective Road.
I received pcn and appealed because i thought it was straight
forward mistake by the council.
however they have rejected my appeal and state that no roadworks
in place at the time. Driver and passenger 100% state that the
road was closed and diversions were in place.
How can I prove the junction of Woodford Rd and Dames Rd were
closed at the time.
Please advise.

I have been to the area today and there is a cctv camera which
should cover the junction of Woodford Rd and Dames Rd. How can
we access the footage.
please advise.

If you go onto the council web pages, you should find pages to
pay the PCN. It will be either a separate entry page to see the
evidence, or a page from the entry page for paying the PCN.
Normal entry is (1) PCN Number and (2) car registration.
Videos for moving traffic offences are normally there.

hi
I have viewed the council video.
i did drive down Bective Rd which has restriction on cars
driving down the road. However the road i would normally use,
Dames Road, was closed for roadworks and there were diversion
signs in place on Woodford Rd taking me down Bective Rd.
The council deny there was a road closure in place preventing me
turning left onto Dames Rd and have rejected my appeal.
How can we prove Dames Rd was closed and diversions were in
place at the time ?
There is a street camera next to the bridge which could possibly
cover the area that Dames Rd was closed and diversions were in
place.
Can we access footage from this camera ?
I have attached a picture of views from the camera location.
The only reason I drove onto Bective Rd is following diversion
signs on Woodford Rd due to Dames Rd being closed for roadworks.

With respect, this is not the issue. One road being closed does
not of itself create a reason to use another. Were you directed
to use Bective Rd?

Do you have any idea which utility company was working there, or
was it repairs to the road itself ?
Reason to ask is that sometimes utility companies have to make
emergency repairs and this might not be recorded by the counci.

Unfortunately I can not remember which utility company had
closed the road.
The council were not aware as there rejection letter states
that.
