       All council and Transport for London Penalty CHarge Notices are
       issued under decriminalised legislation that allows councils and
       TfL to enforce parking and other minor traffic offences,
       (speeding is not part of this and remains with the police). All
       PCNs are the legal responsibility of the legal owner for payment
       or appeals, so your employer must grant you permission to act on
       their behalf when submitting representations against a Notice to
       Owner, or when appealing to London Tribunals. You would need a
       letter of authority to submit to the council when the NOtice to
       Owner is served.
       This is totally different to private tickets which are usually
       called Parking Charge Notices, also "PCN" hence confusion about
       the difference is very common.
