Everyone on this forum are volunteers, no one is being paid to
give advice.
The very first step you should have done when you received the
notice, is go back to the Lidl and speak to management there, or
failing that, Lidl customer services. If you were indeed a
genuine customer.
It is also time to crack open the Protection of Freedoms Act
Schedule 4:

There is a specific section for the "Notice to Keeper" (9, as
your notice is the first), and within that section, it states
what the notice must include. The definitions of key words are
at the very top of the Schedule. Note that when it states it
"MUST" include certain information, that information should be
word for word as per the legislation.
Note down any points where you feel the notice falls short, and
get back to us.
It is advisable on the first response back to them to not
indicate which point they have failed to comply on, but keep all
the ammunition for the fight if they continue.

My advice is to answer simple questions with simple answers.
If a driver of your vehicle parked for 1h42m in a car park with
a shorter time limit then the driver entered into a contract by
reading the signs and by parking. The registered keeper is being
invoiced for payment and can either identify the driver or can
be held liable directly if the parking company correctly uses
the provisions of the Protection of Freedoms Act 2012.
I read elsewhere that the time limit is likely to be 90 minutes,
on top of which a 10 minute “grace period” is added, but 1h42m
exceeds this by 2 minutes.
Parking Eye usually complies reasonably well. But as
[member=134]sparxy[/member] has said, you can check for
yourself.
However Lidl themselves are the best route to getting this
cancelled.

I have heard from powers above that the instore management team
cannot help, so it would seem a better idea to get in touch with
Lidl customer services.
I have also done some digging. If you have a receipt, Lidl have
a flow for this on their site.
Go to

Open the "AI Customer Chat" using the blue icon on the bottom
right
Type in Parking Charge. Itll show you two options, click Parking
Charge. Answer the questions. Itll get you to upload your
letter.
Hopefully they will cancel it that way. The alternative is to
contact via email (if you can find an email address), or last
resort, phone, preferably recording the call.
