Barking & Dagenham – 53J (Failing to comply with a
restriction on vehicles entering a pedestrian zone) – Station

I submitted representations online on my father’s behalf,
explaining his circumstances ( mental health)and asking the
council to exercise discretion.
On 21/05/2026, I received an email from Barking & Dagenham
confirming:
“Thank you for submitting your challenge which has been sent to
Parking Services for consideration and response. You will be
informed of the outcome in writing.”
As far as we are aware, neither my father nor I received any
further response, Notice of Rejection or other correspondence.
We have now received a Charge Certificate dated 01/07/2026
increasing the penalty to £240.
I would appreciate advice on the correct next step.
I have attached the PCN, Charge Certificate and the email
acknowledging receipt of the representations.

First thing to advise is DO NOT PAY the Charge Certificate. You
should now wait until they register the debt at the Traffic
Enforcement Centre, and then submit a Statutory Declaration that
you submitted representations but did not receive a notice of
rejection. The form is PE3, and will need to be witnessed by a
solicitor for a small fee, or it is free at your local county
court.
