        Salford: code 01 parked in a restricted street, St Simon
       Street, no yellow line

       Hi
       I received a PCN the other day for parking in a residential
       street which has been fine previously. I was very surprised to
       see a PCN when I came back to the car. I only noticed the signs
       on the lamppost afterwards.
       I've been looking into this and I'm questioning if the PCN is
       actually enforceable. There are no lines accompanying the no
       waiting sign. As far as I'm aware the street is not within a CPZ
       or RPZ. There was no signage indicating it is within any type of
       zone.
       What is the legislation regarding signs with no line markings? I
       know urban clearways don’t require lines but this
       isn’t the case for where I parked. I don't believe it's
       council land either as they’ve used code 01 which applies
       to public land.
       My final observations is  something which I found whilst
       searching around:

       Now if that is the case has this been correctly notified? How
       would I even know it was in force? There is no info about how
       long this temporary restriction is in place for, or the times it
       is in force. I also read something about TTRO's having to meet
       strict rules such as cones being placed and temporary signage-
       unlike the metal fixed plate in this case.
       I need some advice from more experienced members before I submit
       any appeal.
       It seems Salford council don’t provide photographic
       evidence of the alleged contravention so it's a good thing I
       took my own photos. Everything below:

       We've seen similar woeful implementations of a supposed TTRO.

       YOu would seem to have shown us a sign that is a repeater sign
       for some sort of parking zone. The signs for this will be an the
       entrances to the zone.
       Looking at GSV, which is March 2025, there are no zone or other
       signs, so what we need to see is what is at the sole entrance to
       St Simon St off Blackfriars Road.
       Just putting up a sign as you have shown is not permitted unless
       part of a zone. The sign indicates "No Waiting" 24x7, so where
       are the double-yellow lines ? Needless to say, with most people
       totally ignorant of parknig law, they'll get their money from
       others, hopefully not you if you follow our advice.

       It's not within any CPZ or RPZ. I went back the same day to
       check if it's in any type of zone. The only sign on entry to St
       Simon street from Blackfriars is a dead end sign. The changes on
       the road today compared to GSV are that all the cars parked
       along the left side of the road (next to the playing fields)
       before the residential bit, is all double yellow lines now.
       The link I posted in my first post talks about a TTRO. This may
       be why they think they can issue a PCN.

       So where you parked now has double-yellow lines that were not
       there when you parked ? Sounds like yet another council cock-up.
       No signs are required for double-yellow lines, so the sign you
       showed us has no meaning whatsoever.

       No, where I parked is as is- no lines. From the GSV images from
       2025 they have since put down double yellow lines on the left
       side of St. Simon Street which finish just before the
       residential bit.
       Still no images on the viewmypcn website.

       With GSV being out-of-date, I suggest you take two photos, one
       for the side you parked showing no yellow lines, and one for the
       opposite side showing the yellow lines
