       PCN - NCP Car Park, Dunstable

       Hello all,
       I've received the below linked PCN for an alleged contravention
       on the 10th May 2026.  The PCN is dated 1st July, although it
       only arrived in the post on the 9th July, if that matters.
       It's too long ago to remember the circumstances and who might
       have been driving.  Any advice appreciated - is there a time
       limit I could argue?

       With those dates it was sent too late to transfer liability from
       the driver to the keeper, so respond - as the keeper! - saying
       that. There is no obligation to name the driver and you should
       not do so. There relevant legislation is schedule 4 of POFA 2012

       To whom it may concern,
       I am the Registered Keeper of the above vehicle.
       I write in relation to the above parking charge.
       The vehicle driver is not known to you and there is no
       obligation in law for me to reveal the driver details and I will
       not be doing so.
       Your PCN is clearly not relying on PoFA in order to invoke
       'keeper liability'.
       Your choices are therefore;
       1. Cancel this PCN
       OR
       2. Waste more time, money and resources by rejecting my appeal
       and supplying me with a POPLA code.
       I am sorry that I cannot help you further.

       NCP are likely to fold when they know that there is no chance of
       payment forthcoming. Very similar circumstances not long back
       which I appealed as registered keeper and within a day or two
       NFA.
