Hi all,
I received the attached PCN for entering the bus lane on Lea
Bridge Road at 18:01 on 25/06/2026.
I’ve viewed the footage and it appears I was only in the bus
lane very briefly. I’ve also been back to the location and taken
photos of the signage. There appear to be a couple of signs, so
I’m not sure I have much of a case on signage.
The only possible grounds I can think of are de minimis,
depending on the distance/time shown in the video, or whether
there are any technical issues with the wording of the PCN,
Traffic Order, or the approved camera used.
I’d really appreciate any thoughts on whether there is anything
worth challenging here or whether I should just pay the
discount.

Video shows you as already in the bus lane when you appear in
the video, and going quite a bit faster than the traffic in the
traffic lane. The length it shows you in the bus lane in the
video is more than sufficient for a PCN, I don't think de
minimis would cut it at London Tribunals, frankly.
Wait a bit to see what others may suggest.

I won't comment on the dangerous driving (undertaking at a
speed, passing that van on a bus lane when approaching a traffic
light), that would be material for The Flame Pit section.
Regarding the PCN.

I saw the images provided, the PCN and the photo/video evidence.
The evidence provided by the authority (photos and the video) do
not show any upright 958 warning sign or 959B signage allegedly
passed and in place.
I believe the served PCN omits some of the statutory grounds of
appeal outlined in Regulation 5(4) of The Civil Enforcement of
Road Traffic Contraventions (Representations and Appeals)
(England) Regulations 2022.
Not an expert here, just my point of view as an amateur, so
better wait for further replies from the senior members of this
forum.

It's a bus lane PCN under the LLA Act 1996, so different to the
other parking and traffic Acts. For a start, if payment or a
challenge are not received within the allowed period, an
Enforcement Notice is sent out. Only at that point can a formal
representation be submitted.

Thank you. I double checked on LLA Act 1996 and the grounds are
indeed in order. Learning every day on this forum.
I imagine that reporting the lack - on photo/video evidence - of
any upright 958 warning sign or 959B signage allegedly passed
and in place, won't be considered at all by the Council at both
informal and formal representation stages. As usual.
