Merton - Failing To Comply With Restriction, Merton, Garfield rd

I drove down Tennyson rd towards Garfield Rd to pick up my
grandchildren from school. As I got to the junction I checked
left to see if it was safe to turn, I then turned into Garfield
Rd and saw the signs but at this point it was to late to break
and reverse. It was a genuine mistake and now I would like to
appeal this fine. How can I be expected to concentrate on the
road plus avoiding this pedestrian zone. Please help with
appeal.

I ask because a 2-week delay in sending the PCN is unusual.

GSV for July 2022 on Tennyson Road shows this yellow,
non-traffic warning sign at the T-junction. This is the only
warning sign shown, so a this view is four years ago, is it
still there, or are there better, and more advanced signs as one
approaches the T-junction ? My view is that the yellow sign is
inadequate to warn of the restriction.
Needless to say, Merton will reject all your reps, and cleverly
re-offer the discount to encourage you to pay-up. They, like all
the other London councils, ruthlessly game the system to
maximise the cash flow, knowing that few people are willing to
risk the full penalty at London Tribunals.

Yes this is still the same only one yellow sign at bottom.

The restriction is right on the T-junction with Tennyson Road,
so one would expect a motorist approaching on that road to be
advised by a traffic sign that there is a restriction for the
right turn. If the only sign is that yellow sign, then in my
view the signage of the restriction is inadequate, and you
should submit representations on that basis. Councils have a
duty under Regulation 18 of The Local Authorities’ Traffic
Orders (Procedure) (England and Wales) Regulations 1996 to erect
adequate signage.

Note the two key words are "traffic signs" meaning signs as
found in The Traffic Signs Regulations and General Directions
2016, not something cheap, thought up by an officer in the
council.

Also with the above inadequate non 'traffic' signage appeal
grounds what is the likely of win at tribunal? Has previous
cases been won on these grounds?
