PCN - Edinburgh - Code 23 - Parked in Car Club Bay - Dublin

Hi guys, yesterday (Saturday) I got a ticket for parking in a
Car Club bay on Dublin Street (Edinburgh)

The whole street is a "Peripheral Controlled ZONE" which is Mon
- Fri 8:30am to 5:30pm
There are no additional signs on the bay or the post saying that
it is not ruled by the same norm as the street so I assumed I
was safe to park there on a Saturday.
Ironically enough I think if I parked anywhere else I would have
been fine but the office for the parking guys is right there, I
saw the guy go in when I was going to get the car :-[
Anything I can do here? Thank you!

PS: Excuse the horrible parking job, I noticed the fine after
had already I left and I went back and re-parked to take
pictures for future reference.

Sorry, but I see a correctly marked bay with carriageway text
"Car club only" and a sign also saying the same. Each end of the
bay shows the double-dashed bay delimiters as well.
However, (isn't there always a "however" !), the two signs are
very badly placed with the car club bay sign on its own and the
sign for the pay-to-park bay on its own at the division between
the bays. As such this is misleading.The two signs should have
been mounted on the same pole side by side, with arrows to
indicate applicability, and you should submit reps on this
basis. Such is the venal greed for cash by councils, they will
reject your reps and you'll only get an opinion unaffected by
the cash, at the Scottish adjudicators.This means you'd have to
risk the full PCN penalty

I was not aware that the restrictions applied 24h and were not
ruled by the times for the street itself like for example the
permit bays.

Thank you! I will submit an appeal on this basis and see what
the answer is, I will follow up here with the council's reply
and take your advise on wether to take it to adjudicator or not
later.

Except when it doesn't e.g. the resident permit holder bays in
the same CPZ follow the same hours but there are no days/times
on their signs. (I mean, that might be a defect in how Edinburgh
interprets the legislation, but they certainly don't enforce
those bays 24/7)

The legal position is that each separate bay must have its own
sign.
