Parking fine

I received a parking fine from 3 years ago. Ive contacted the
debt collection company and asked them to put the debt on hold
whilst i look into it. Ive also contacted the private parking
company asking for any evidence. Received the evidence today,
and yes we did use the car park for 27 minutes!, and apparently
they sent our fine the week after. We never received any fine or
reminders, and the first we heard about this fine was 3 years
later, were do i stand? some people say they should of issued
the fine within 14 days??? If we'd received the fine at the
time, we would of just paid it, but now its alot more, and on
top of that reading the reviews of this particular parking
comapny they are cowbys

First things first read the protocols on posting. If you have no
original PCN you will need a SAR request for all enquiries and
information held including PCN and follow up requests. It is
strange but not unheard of for debt collectors to go straight to
the Registered Keeper by other means. Is your V 5 C up to date
and correct or have you moved within 3 years. Hopefully you have
not blabbed who was driving. Post up the information and avoid
contact with debt recovery people.

By the way it is not a fine but an invoice.

Yes, the invoice is for payment under the contract the driver
entered into by reading the signs and accepting the terms by
parking. A claim for breach of contract against the driver can
be pursued for six years. If the driver has been identified (for
example, the keeper used phrases such as "I parked") then that's
the case. If the driver has not been identified, liability can
be transferred to the registered keeper, but only if the
provisions of the Protections of Freedoms Act 2012 are complied
with, one of which being that the notice to the registered
keeper must arrive within 14 days.
