Could you please help with my next step?
I was reading that at tribunal you can request the operator to
attend - and typically they don't so default win, so this may be
an option

Correct. This is unique to the London Local Authorities Act
1996.

Sorry, I was not clear. At the moment, I have only submitted the
informal challenge. So now it’s at formal challenge / second
stage. So options are pay or wait for enforcement notice and
right for formal representation.
