Looking at the video, it is clear that your vehicle offside is
on the lighter coloured paving stones. If you look at this GSV
view of October 2020, you can see there was a very dark paved
area with lighter coloured paving around it.

So it looks as if parking was allowed on the dark block area,
(GSV views seem to support this). The offside of your car is
clearly on the lighter coloured block area that was there when
the dark area was there, So it seems to me they have ticketed
you for parking off-carriageway because you are not on the area
where parking is allowed. There is a line of granite sets
delineating the two areas.
It's difficult to suggest what you might put in your
representations against the PCN. You could point out that it is
obvious that parking is allowed where you parked as there were
several vehicles parked there. Hopefully this will force them to
state why your parking got a PCN but none of the others did..

thanks for your reply
Is there any legal reason to understand that on the ashpalt you
are allowed to park and on the bricks not? (besides common
sense)
