       Redbridge love throwing in the towel. It is still profitable for
       councils to burn the tribunal fees as only c. 1% of PCNs end up
       at the tribunal.
       I started the Appeal on 11 February
       The in person hearing was listed for 14 March
       Redbridge cancelled the PCN on 9 March.
