       PCN Issued - "And Opposite"
   DIR By: bees
       Date: June 20, 2026, 4:40 am
       ---------------------------------------------------------
       Hello
Morning. I am not sure, but i saw this yellow restriction /
warning board yesterday evening and saw the door numbers and
thought it doesn't affect me where I have parked. This morning
around 6.30 AM a PCN was issued. And after receiving the PCN, I
went around around the warning board and then reading it few
times, realised it said "and opposite". Not sure why they would
say "opposite" instead of door numbers ?
Can someone tell me If I can challenge this ? Is it ok to even
say "and opposite" in the yellow restriction warning boards ?
Here are the images, please check and let me know.

Can only see images of suspension sign; one side of redacted
PCN; and close-up of Traffic Order.
The last, incidentally, appears to prohibit access and says
       nothing op parking restrictions???
So, please post both sides of the unredacted PCN and the GSV
link, together with any council photos.

IMO, It is not a 'suspension' sign in the accepted sense i.e.
suspending the use of a parking place in exercise of powers
under a Traffic Management Order, it's a 'traffic sign'
purportedly giving effect to 'The London Borough of Newham blah
blah Temporary Prohibition of Traffic Order 2026.
IMO, contravention did not occur because the use of the parking
place was not suspended, all the Order does is 'restrict traffic
access along.., it does not suspend statutory parking controls.
'7)An order or notice made or issued under this section [14]
       may—
(a)suspend any statutory provision to which this subsection

Here are the images from the PCN itself. I don't have a backside
image of the PCN receipt (as the wife replaced the receipt
somewhere). If you have any questions, please do let me know.

What's an "Advanced" Notice? Wouldn't a Basic Notice be easier
       to understand?
They could post up a basic notice ahead of time as an Advance
       Notice.

       IMO..
       Contravention did not occur.
The PCN was issued because the CEO had been instructed that the
display of the yellow board attached to which was a Temporary
Traffic Order had the effect of
suspending the prevailing parking controls and substituting
statutory different restrictions, in this case no
       waiting/loading.
However, as can be seen, the TTRO does nothing of the sort.
Instead it restricts the access of traffic to specified roads
which cannot create the restriction which the council allege was
       breached.
       The PCN must be cancelled.
If the authority does not agree then, in any rejection, they
must specify and produce that part of the Order which it alleges
was breached. Simply stating 'there was a restriction and it was
breached' would not give proper consideration to my detailed
       representations.
       Some thoughts..

       They're as above!
Just put in your own words (top and tail with contextual
matters) and pl just stick with the substantive issue.
