No, it's today. Issued 19 June, which is day 1. Day 14 is
therefore 2 July.
Submit the best you've got. Your friend doesn't hold any aces
IMO.

Are you sure it’s today? I logged on to Westminster website and
said fine will increase on Monday?

The penalty as such doesn't increase, it's just that the
statutory discount period ended yesterday. The council is at
liberty to accept a reduced payment equivalent to the discounted
sum at any time. But it's not the 'discount', that is a
statutory construct and is only applicable for the 14-day
period(for this type of PCN, different periods apply in
different scenarios).
For convenience, when the reduced sum if offered it's often
referred to as the 'discount' which can be a tad confusing.
