       By means of an update, my mitigating circumstances were
       predictably not upheld so I think I have no option but to pay
       the discounted £90. It is still a lot of money but I phoned them
       and it seems there are no longer any payment plans available,
       the financial difficulties aspect of their letter amounts to it
       going to a debt recovery agency and the consequences to one's
       credit file.
       I did also give evidence of other ailments but they have
       considered it to not have a bearing on this, perhaps for the
       reason above that they are not compelled to waiver it on this
       basis.
       Thank you for everyone's help with this. I post to say thank you
       but also for reference re: the outcome.

       If you didn't pay it would eventually be enforced by a firm of
       bailiffs but it would not affect your credit. The worst that
       usually happens is they clamp or seize your car.

       Indeed, yes. It is not possible to receive a CCJ in the process
       which was carefully written in law to make it impossible.

       As I live in West Yorkshire, if I ignored it do I still risk
       bailiffs and car clamping? Thanks

       Well, yes, of course. Bailiffs livelihood depends on tracking
       people down and recovering the money anywere in England, (and
       Wales, I think). Not sure about Scotland and Northern Ireland,
       or the Isle of Man.
       JUst so you know what the outurn will be financially.....
       - PCN penalty £180
       - Charge Certificate 50% add-on £90
       - TEC debt registration £10
       - Bailiff compliance letter £75
       - Bailiff visit to premises £235
       So a total of £590.  The £90 looks a bargain but if you take
       them to London Tribunals, your maximum exposure is the PCN
       penalty of £180, there are no other costs whatsoever. If you
       win, which I have to say looks doubtful, you pay nothing, of
       course.
