This is the end of the beginning.
Believe it or not, I have just filed yet another appeal and they
have already increased the charge to £240 before the lawful
period expires. They genuinely believe that the date of service
of the NOR is the date of the notice.
Press will be on it very very soon as they say in Bridgend!
This must go to JR as they are ripping people off right left and
centre. >:(

Costa del sol. I speak cryptically, of course. If they can find
a few grand for a barrister, they can give me a tenth. All
Havering residents should be asking serious questions.
@cp8759 beat the same barrister a few years back re the famous
Ealing Bus Lane case re camera certification.

Endemic problem which they fail to understand so this explains
no FOIR response as they simply do not undretsand a premature
charge ceriticate.

Please consider the second link pertaining to Case No.:
2250453824.
According to the Respondent’s case summary :
‘The Notice of Rejection clearly states: “Remember you only have
28 days
from the service of this letter to do this and prevent a Charge
Certificate
from being served.”
Therefore, the 28-day period expired on 4th September 2025, and
the Charge Certificate was issued on 5th September 2025, which
is compliant with the statutory process. The appellant’s
calculation based on deemed service does not apply because the
authority considers the date of posting as the date of service,
consistent with the wording of the Notice.’

certificates even before the expiry of the NOR period.
