Freedom of information request regarding Charge Certificates
issued for the last year from 19th June 2025 to today
Please may I have responses to all the following questions
within the statutory time period pertaining to all three
legislations i.e. parking, bus lane and moving traffic
enforcement?:
How many charge certificates have been issued?
How many have been paid?
How much income derived?
How many premature charge certificates issued?
How many have been paid?
How much income?
How many premature charge certificates have reached the Traffic
Enforcement Centre and been rescinded?
How many have been cancelled while an appeal has been pending?
Pertaining to 8, how many have been successfully appealed at the
Tribunal? (I attach a most recent case as an example)
Pertaining to 8, how many have you cancelled while an appeal has
been pending and you have still pursued the appellants?
Who is responsible for the issue of these documents?

Reasons
Mr has produced a copy of a charge certificate he was served on
30 December 2026.
The tribunal accepted his application to appeal on 15 December
2025. The authority would have been duly notified, and should
not have issued a charge certificate.
Paragraph 5 of Schedule 1 to the London Local Authorities and
Transport for London Act 2003 specifies the circumstances in
which a charge certificate may be issued. In these particular
circumstances, a charge certificate could only have been
lawfully issued if no application to appeal against the notice
of rejection was made within the 28 day time period.
I therefore find that there has been a failure to follow the
procedural requirements of the 2002 Act in relation to the
issuing of the charge certificate.

Is this a legal error or a copying typo?

This even before you make formal representations re the 2003
Act:
Please note submission of this form will remove your opportunity
to settle at the discounted charge should your challenge be
unsuccessful.
Illegality possibly and procedural unfairness definitely and
fettering. Anyone reading that would most probably throw in the
towel. UNLESS THEY COME TO US!
F - There has been a procedural impropriety by the Enforcement
Authority
G - The traffic order contravened is invalid
H - The Notice should not have been served because the Penalty
Charge had already been paid
I understand that a false declaration on this form may result in
prosecution or a fine, upon conviction, of up to £5,000.
In the immortal words of one tennis champion: You cannot be
