       This is because the Government, despite having powers to control
       penalties under the LLA & TfL Act 2003, have never used those
       powers, so the Mayor of London does what he likes. Hence
       penalties of £180 for stoppin in a yellow box junction, an
       outrageous amount.
       For parking, under the Traffic Management Act 2004, Schedule 9
       (4) of this act gives reserve powers to the government to object
       to proposed penalties and to make regulations setting charges.
       So far, these powers have never been invoked, so in London, the
       penalties are now over double the rest of the UK. So again, the
       Mayor of London can do what he likes

       Have they set the penalty amount for authorities outside London?
       Hence the lower penalties.

       The London mayor is only responsible for TFL red routes so you'd
       expect the highest penalties on these.
       Last year, London Councils raised penalties from those set in
       2011 for the London boroughs but they are a bit lower than TFL's
       and still have two bands for inner and parts of outer London.
       Scotland raised penalties recently.
       We've seen at least one experimental higher rate elsewhere
       (Bournemouth).
       Clean air zones have higher penalties than parking.
       This report recommended increasing civil penalty charges under
       Traffic Management Act 2004 to £130 (where higher rate applies)
       / £100 (where lower rate applies) owing to inflation at least as
       the £70/£50 regime dates back to 2008.
