       Greenwich zig zags

       So Greenwich have given me a ticket for parking ON the school
       zig zags - the sign says No stopping Mon-Fri 81m-5pm ON entrance
       markings. No part of my car (even the opening door) went over
       the markings, I was in the middle of the road.
       I appealed and lost, I suspect the contractors just want to
       maximise income. I've appealed to London tribunals and said the
       sign says on and I'm not and the highway code says on and I'm
       not on. The council appeal says near means on which I think is
       ridiculous. Has anyone got any thoughts about if this will just
       be thrown out or if I need more to back up my case. I've also
       said if near means on, please show me the reference in law.

       We need to see more information.
       Was this a pcn affixed to vehicle or postal? (sounds like
       postal)
       For guidance on posting images please to have a read of

       and post here all sides of the PCN (only redact yr name &
       address from documents  - leave all else in),.

       Reason for appeal: 'Any other reason'
       Your answers:
       -Question 1 : 'Please explain in as much detail as possible why
       you think your PCN should be cancelled'
       Answer : 'I did not park on the zig zags I stopped level
       with them - you will see that the highway code says ON, not
       level with, not beside, not near as I was not ON this is unjust
       and should be cancelled.
       Rule 238
       You MUST NOT wait or park on yellow lines during the times of
       operation shown on nearby time plates (or zone entry signs if in
       a Controlled Parking Zone) – see ‘Traffic signs’ and ‘Road
       markings’. Double yellow lines indicate a prohibition of waiting
       at any time even if there are no upright signs. You MUST NOT
       wait or park, or stop to set down and pick up passengers, on
       school entrance markings (see ‘Road markings’) when upright

       Pretty sure we've seen this interpretation come up before and
       the adjudicator agreed that, like yellow lines, the zig zags
       apply from the building line up the to centre of the
       carriageway. So "on" shouldn't be taken literally.

       No harm in having sending in some representations to see what
       Greenwich say, but, personally based on what you describe I
       wouldn't risk missing out on the discount.
       Sorry, now reread the thread, sounds like you are beyond that
       stage.  If you want any assistance, we'll need to see the
       paperwork and council evidence (i.e. video) to see what you'll
       be arguing against.

       I've missed the reduced period, I'd not heard of the middle of
       the carriageway extension and have checked the highway code, so
       I guess I just refute that point, although it may remind them
       that it exists... If it's not in the highway code or on the
       signs, and that's pretty annoying to extend beyond that.

       You may as well push your case given where you are.
       But if you want us to take a look and see if there are any other
       angles you could pursue (e.g. faults with Greenwich's process),
       then provide the info. Without seeing the video, it's hard to
       form a judgement as to how close to the middle of the road you
       were.

       No doubt I was middle of the road, I just maintain if it extends
       to the middle of the road the word on the sign and in the
       highway code should not be on and I shouldn't have to predict
       what they actually mean or read 100 bits of guidance because the
       Highway Code is incomplete.

       The next stage, if you don't pay-up,  is the Notice to Owner.
       Are you the owner, with your name and address on the V5C
       Registration Certificate ?
       Only after you have had reps rejected against an NtO, can you
       register an appeal at London Tribunals. Greenwich will most
       likely re-offer the discount, but there isn't that option at
       London Tribunals, and to be honest, your argument has been
       tested there before and rejected. Having looked at the evidence,
       I don't think yoy'd win, sorry to have to say it. If you'd
       parked on the opposite side of the road like the other cars
       parked there, then you'd have been in the clear
