       PCN - Transfer of Liability & TE9

       Hi Guys,
       I recently purchased a car from a small dealer and he had racked
       up multiple PCNs  before he sold it to me and they got
       transferred over to my name. I replied back to the council by
       email giving proof that I did not own the car when the PCN's
       were issued but the council didn't respond and we had to go to
       their community hubs to inform them of the situation.
       However by the time we got 2 transfer of liability letters from
       them indicating that they had transferred liability to the
       seller it was too late as I had already got 2 TE3 & TE9 forms
       indicating that an order for recovery of unpaid charge had been
       made.
       Now based on the above do I have to respond to the Traffic
       Enforcement Centre, using the TE9 forms with a witness statement
       or should I just write a letter or email informing them of my
       situation. There is no appropriate option in TE9 that I can
       select in it as I shouldn't have been sent the PCN in the first
       place. Whats the best possible action that can be done.
       Any advice would be greatly appreciated.

       Hi,
       The car was purchased in February but the PCN's were issued
       in January this year. I did not receive any posts till the end
       of Feb. The TE9's came through just after we had been to the
       community hub followed shortly by the transfer of liability
       letters from the council. Based on this information can anyone
       kindly advise what should be the course of action now on.
       All I am asking is should I have to respond to the Traffic
       Enforcement Centre now that I have received transfer of
       liability from the council themselves or would that be
       disregarding the order & a contempt which is not my intention.
       Or do I need to reply to the TE9 form but in this case none of
       the option provided there is the right one for the scenario.
       My assumption was since they have transferred the liability they
       would withdraw the order and get it re issued to the seller.

       As I said we need to SEE  documents before we can fully
       understand and advise.
