That is satisfying and frustrating in equal measure.
Do Adjudicators not speak to each other, or even read the same
case law and appeal histories (even when it was one of their own
prior appeals)?
I feel for the person/ people who have had their appeals denied,
when there is clear guidance that Adjudicators feel there is
ambiguity or the PCN is quoting the wrong contravention code.
Remember though, that the 29J contravention just at this
junction (where numerous Adjudicators have judged it to be
incorrect) has been issued over 9,500 times and (at £80 each)
would have generated "income" for the council of over £750,000,
which could be doubled if they were all at the full £160 rate.
Over 70% have been cancelled or successfully appealed with clear
guidance from the Adjudicator that the charged contravention is
just plain wrong.

Well, now you are aware that the adjudication process is a
complete Dog's Breakfast, but it's all we've got until this
supine government bring in some revisions. Yes, we have seen
some adjudicators contradict their own judgements when the only
difference in the circumstances was the date ! We have recently
seen one adjudicator in total ignorance of the law on yellow box
junctions.
